HANOI, Oct. 30 (Xinhua) -- The construction of a new international airport in Vietnam's southern Dong Nai province is under discussion in the National
Assembly, the country's legislature, amid rising concerns over public debts.
A report on the project was presented to the legislature on Wednesday by Vietnamese Minister of Transport Dinh La Thang.
According to the report, the project will comprise three phases, with the first phase to be completed in 2025. The total cost is estimated at around 18.7
billion U.S. dollars for the three phases.
The planned airport, some 40 km northeast of Ho Chi Minh City, is expected to be able to serve some 100 million passengers annually once completed.
Commenting on the report, most of the members of the legislature's Economic Committee expressed approval on the policy to have a modern international
airport which meets the growing demand of aviation transport.
However, some of them raised concerns over investment as well as the urgency of the project.
Nguyen Van Giau, head of the committee, said the proposal of the government did not state clearly the reason why a new airport is to be built instead of
upgrading the Tan Son Nhat international airport which operates near the
location of the planned airport.
According to the Airports Corporation of Vietnam, Tan Son Nhat international airport was built in the 1930s and is expected to be overloaded in 2017.
The total investment for the first phase of the project is estimated at 164.589 trillion Vietnamese dong (around 7.8 billion U.S. dollars).
The government plans to source 84.624 trillion Vietnamese dong (4.01 billion U.S. dollars) from the state budget, government bonds and Official Development
Assistance, with the remaining 79. 965 trillion Vietnamese dong (3.79 billion
U.S. dollars) from other sources, according to state-run news agency VNA.
Giau said it is infeasible to mobilize state capital and loans in the context of pressing public debts and modest state budget.
Even if it is possible to get the resources from international financial organizations, these loans also need the sponsorship of the government.
The committee recommended efforts to encourage public-private cooperation in implementing the project.
