Currently, 19 states and the District of Columbia have laws allowing unauthorized immigrants to obtain driver's licenses. These states have special requirements, such as providing certain documents such as a foreign birth certificate, passport or consular card, and proof of residency in the state. These states include California, Colorado, Connecticut, Delaware, Hawaii, Illinois, Maryland, Massachusetts, Minnesota, Nevada, New Jersey, New Mexico, New York, Oregon, Rhode Island, Utah, Vermont, Virginia, and Washington. here. Rhode Island and Massachusetts recently changed their laws regarding driver's licenses for unauthorized immigrants. Rhode Island issued driver's licenses and identification cards to those without proof of legal presence, while Massachusetts overrode the governor's veto and allowed those without proof of legal presence to obtain licenses. In Massachusetts, voters had the opportunity to decide this issue by voting in the 2022 midterm elections, and they chose to support the new driver's license law for immigrants.
