what is hi-tech ?

I went yesterday to passport office, and while I was standing in the line waiting for my token number few people who I assume did'nt know jack about technology or stuff.. were trying to discuss the new computerized passport system we have

They were discussing with each other how things have gone hi-tech, etc.. this hitech, that hi-tech, blah blah... so I was really confused what the heck is "HI TECH"

are my doors hitech ? or is my pc hitech ? wotever.. ur comments ?
