marketplace, saying that millions of Americans uninsured or underinsured
"deserve better."
The U.S. Health and Human Services Secretary Kathleen Sebelius made the apology before lawmakers for the first time for the technical problems of the
HealthCare.gov, an online marketplace for affordable insurance plans that opened
on Oct.1.
"So let me say directly to these Americans, you deserve better. I apologize. I'm accountable to you for fixing these problems," said Sebelius at a House
Energy and Commerce Committee hearing.
She described the early weeks of access to the website as a " miserably frustrating experience."
The online marketplace, the centerpiece of the Affordable Care Act, often dubbed as the Obamacare, is designed to get millions of uninsured and
underinsured Americans enrolled for health care coverage. Since its debut on
Oct. 1, the website has witnessed repeated failures and almost out of service
during the first two weeks of operation. Many consumers have reported
difficulties of signing up and getting enrolled.
Sebelius, who has been under fire for weeks, was grilled by lawmakers at Wednesday's hearing for the website's failures. She kicked back at the
contractors who last week denied responsibility for the website's problems and
blamed the federal government for the Obamacare woes.
The secretary said the Centers for Medicaid and Medicare Services (CMS) that oversees the website construction and operation directly has successfully used
private contractors in the past, but some of them just failed this time.
"CMS has a track record of successfully overseeing the many contractors our programs depend on to function," she said. " Unfortunately, a subset of those
contracts for HealthCare.gov have not met expectations."
The Obama administration has vowed to fix the broken website. While the site has made some improvement, the enrollment system is still considered too weak to
cope with millions of users who are interested in purchasing health insurance
plans.
"And by the end of November, we're committed that the vast majority of users will be able to review their options, shop for plans and enroll in coverage
without the problems way too many have being experiencing," Sebelius pledged.
In a televised White House speech last week, U.S. President Barack Obama acknowledged that the marketplace had not worked "as smoothly as it is supposed
to work," but stressed that he was confident that all problems could be fixed.
