Article 19 of the Universal Declaration of Human Rights
Article 10 of the European Convention on Human Rights



we all know the right to FOS is not absolute in any country, only its degree varies...

but who can decide which "degree" of fos is infact the right one
what really is Freedom of Speech/expression

it is ultimately people who decide the degree of freedom they require....through their another right the right to vote thats why the democracy is so important.it enables people to choose their leaders,to monitor their progress and replace them when required.freedom of speech cannot be promulgated through an act(ordinence in our case)it depends upon the level of education people have,their customs,their traditions and their religion/values.its people's right so let the people to decide...that simple

if FOS depends on religion, values, traditions and population's education level then it cant be same in all countries

FOS is more of a pseudo phenomenon. It depends only on the tolerance level of the Power Brokers.
