kissi muslim (chahe woh sirf naam ka ho) ki namaz e janaza parhna zinda muslims pe farz hai,, aisa farz jiss ki kisssssi bhi halat mei maafi nahi hai

yes! It is one of the six basic rights of a muslim, good or bad, to be prayed janazah over him/her.
