yeah well....it depend on the sentence. and the speaker....

    language is agreement. agreement of many people...

     may be in one's language "cheap" means "A" but in another language "cheap" means "B".

    we can even make new agreement.... like.... do u agree if we change the meaning of "cheap" to "beautiful". if most people agree....then in this place "cheap" means beautiful.
